1992 a UN Conference on Environment and Development took place in Rio de Janeiro.
This summit produced a blueprint known as Agenda 21 - a major plan for global
action to bring about Sustainable Development. It called on local authorities
world - wide to draw up and implement local plans of action for sustainable development,
in partnership with all stakeholders in the local community. In 1994, Kilkenny
co co along with 300 other local authorities in Europe signed the Aalbourg Charter
and committed themselves to enter into the Agenda 21 process. Over
6000 local authorities have signed up internationally What is Local
is Local Agenda 21 ? Agenda 21 provided a framework for discussion
on sustainable development. LA 21 is designed to implement the principles of sustainable
development at a local level by addressing and involving you, the local people
directly. It is essential that the community be involved in the making of these
plans and policies so as they meet people's real needs. Local Agenda 21
is the process of building partnerships between local authorities and other sectors
to develop and implement local policies for sustainable development. The
Local Agenda 21 process will be a more effective process if it has input and support
from different sectors within the local community. The whole process is about
involving local people so that they can take joint responsibility for ensuring
