Drugs Awareness Officer Appointed
Ms. Susan Barnes, Drug Education Officer Carlow/Kilkenny Substance
Misuse Team, South Eastern Health Board, Kickham Street, Kilkenny.
At present the main focus of my work is implementing Action 43 of
the National Drugs Strategy. This action aims to
establish school Substance Misuse Policies in all secondary and primary
schools in Ireland. These school substance misuse policies promote
how schools could manage drug related incidents and encourage the
provision of drug education for staff, parents and young people. This
school policy initiative in Carlow/Kilkenny is supported by.
This school policy initiative in Carlow/Kilkenny is supported by the
Health Promotion Unit, Kilkenny Rural Drugs Project
and Kilkenny Garda Siochana. During the course of my work I am available
to local communities to respond to their drug educational needs through
providing drug awareness workshops and courses.

Kilkenny RAPID Strategic Plan Submitted
The Kilkenny RAPID Strategic plan was submitted to ADM in July,
The AIT will be meeting in September with reference
to the plans Implementation . The plan can be viewed on the Kilkenny
RAPID website at www.rapidkilkenny.ie
COG's 1st meeting held in County Hall
COG Community organisation Group ) held the first of its community
meetings in County Hall on June the 24th Billy McCullagh ( Community
Rep for Ossory Park ) one of the first of the new RAPID community
reps was welcomed to the meeting.
Kilkenny Open Space, Sports and Recreation Study
The Kilkenny Open Space, Sports and Recreation Study was commissioned
by Kilkenny County Council and Kilkenny Borough Council to provide
guidance on the future development of open space, sports and amenity
policies in Co. Kilkenny. It represents a continuation of the positive
approach of the County Council to the development of open space
and amenity areas demonstrated in the County Development Plan 2002.
However, with the continuing growth of cities such as Kilkenny and
the pressure to plan for appropriate amenity facilities to meet
future demands this Study has been prepared to provide detailed
guidance on both the quality and quantity of open space, sports
and amenity facilities that should be planned for.As such the Study
will advise all public and private bodies in the area of the open
space, sports and amenity provisions that should be considered when
planning new development areas.Open space performs a wide range
of roles in enhancing the liveability of cities, towns and rural
villages. Protecting open space for its amenity, ecological, educational,
social and community benefits are now well established as planning
principles among planning authorities and wider interests. The protection
of open space is consistent with the principles of sustainable development.The
Study is important in this regard
as it applies both qualitative and quantitative assessments to the
open space, sports and amenity facilities easily accessible in County
Kilkenny. The study has provided for extensive research and surveys
into elements as diverse as th The quality of open spaces,o The
availability of sporting and amenity facilities,o The quality of
sporting and amenity facilities,o The opportunities for improved

South Eastern Regional Website Under Construction
Following the recent development of the Kilkenny RAPID website a
South Eastern Site is presently being developed, the site will cover
all RAPID areas in the South East including, Kilkenny ,Carlow, Athy,
Carrick On Suir, Clonmel, Waterford, New Ross and Wexford. The objective
of the site is to act as an information tool for all community ,the
general public and RAPID Co-ordinators providing a forum to exchange
examples of best practice in the South East. The site will also
provide relevant updated information for communities involved in
community based ctivities, should you have any suggestions or queries
with reference to the site please contact Ronan in the County Hall.
If you are in the process of putting a project application for funding
, or if you have a project ready for submission please contact Ronan
in the County Hall. The next AIT is scheduled for September the
24th 2003.
